Instructions for Masters of Livestock Carriers

A year ago, this blog took a look at the “Information for Livestock Attendants” issued to seagoing cowboys by UNRRA’s recruiting agency, the Brethren Service Committee. Created by a couple of cowboys eight months after the program began, the document would give applicants an idea of what to expect on their trips delivering dairy and draft animals to Europe after World War II. It took a whole year into the program and many misunderstandings about the lines of duty between the regular ship’s crew and the cowboys before UNRRA saw the need to supply the Masters of the ships with a document outlining these duties to clear up existing confusions. Here’s a sampling of their instructions:

All Veterinarians and Attendants are directly responsible to the Master. Attendants will take orders directly from the Veterinarian in charge.

Attendants will board the vessel 24 hours previous to loading of animals. They are signed on separate articles at 1¢ a month, but are not required to sign off. [But don’t feel sorry for them—they received $150 per trip from UNRRA.]

Attendants shall place hay in all stalls previous to loading and shall feed and water animals and keep stalls clean and assist the Veterinarians in every way possible. They shall move all feed, etc. from feed compartments to the different decks where animals are carried.

Where winches are used to hoist feed, dump manure or dead animals, the winches are to be operated by members of the ship’s crew. The crew is to assist in every way possible, especially in the removal of dead animals.

The Attendants will always move manure to the square of the hatch and place same in cargo net. The crew will then discharge it over the side.

At the present time, all ships, except those proceeding to Bremerhaven, are saving manure for disposal in Europe, as it is needed for fertilizer. It should be stowed on deck, or in any convenient place below deck, but should not be allowed to collect in stalls. For ships calling at Bremerhaven, manure should be dumped at sea. Stalls are to be cleaned at least twice a week.

A small amount of manure and straw left in stalls is desirable, as it helps the footing of the animals.

The Chief Engineer shall make certain he always has a full supply of spare parts for the blowers. The Bureau of Animal Industry may at any time ask for a volumetric test to be made of the ventilating system, to make sure they are getting a complete change of air every five minutes.

One hour before the loading of the animals, the ventilation system should be put into operation. The Chief Mate should see that all buckets are in place, fresh water hoses led out, and that the Attendants have feed in the stalls. This is important as the animals, just after loading, are in a highly nervous condition. [The lack of ventilation systems on some early shipments led to many animal deaths.]

When horses are carried, there is usually from 40 to 50 stalls left empty for use as hospitals. Cleaning the stalls can be accomplished by moving four horses in one ten foot pen into these empty hospital stalls. When this pen has been cleaned, the horses in the adjoining pen are moved into the pen just cleaned, and so on down each row of stalls.

On the return voyage, the Attendants will clean and wash down all compartments where animals were carried, so that on the vessel’s arrival at her loading port, she will be ready for disinfecting. This will mean a considerable saving in both time and expense at the loading port.

It is suggested that at the commencement of each voyage, the Chief Mate of the vessel and the Veterinarian in charge of the Attendants, instruct their respective men as to the duties of each group, in order to avoid friction later.

How well these instructions were adhered to is anybody’s guess! Some Captain’s had a mind of their own.

Information for Livestock Attendants – Part II

Today we continue our look at what the seagoing cowboy experience entailed as spelled out in a document titled “Information for Livestock Attendants.”

Seasickness

  1. If shots and vaccinations can be taken several weeks before sailing, fewer cases of disability would be experienced.

  2. Seasickness is largely imagination. Fresh air, physical occupation, keeping feed in the stomach will do much to aid in preventing it.
  3. Eat moderately of simple foods. Keeping crackers and ginger in pockets to munch between meals may help.
  4. Spend much time in the open air near the middle of the ship. Keep away from the smell of cooking if possible.
  5. Seasick tablets are helpful for some, but cannot be depended on for everyone.

Supplies to Take Along

  1. Livestock attendants should take warm washable clothing. Laundry facilities are provided on most ships. Soap is furnished by the ship in most cases.

  2. Money should be carried in the form of travelers checks. A sufficient amount should be taken to cover transportation to the port city in the U.S. and return plus whatever incidentals are desired by the individual.
  3. Clothing items like socks, underwear, shirts, etc., can be purchased aboard ship from the ship’s store.
  4. Reading and recreation items, books, magazines, games, hobby materials.

  5. Bible, daily devotion books, Testaments, etc.
  6. Stationary, fountain pen, stamps, diary, maps and guides of countries to be visited and, if you are a photo addict, a camera with plenty of film, binoculars.
  7. Specific clothing items; a good warm windbreaker to withstand the weather of the North Atlantic, one dress suit (not too good), two coat hangers, pair of sport pants, two sport shirts, jacket, sweater, two flannel work shirts, two pairs of work pants, four tee shirts, six undershirts and shorts, six pairs work socks, two pairs of dress socks, heavy work shoes, boots or overshoes, raincoat, wool cap.
  8. Handkerchiefs, razor, toothbrush, paste, comb, extra soap, needles, thread and buttons, money belt.
  9. Towels and soap are furnished by the ship.
  10. It is best to leave jewelry and watches at home.

Leisure-time Activities Aboard Ship

  1. The amount of leisure time on the way over varies with the number of cattle, the weather and other factors. Since there are no duties on the return trip, livestock men have plenty of time to themselves. This provides an excellent opportunity for self-improvement. Some suggestions:
  2. Plenty of good reading material should be taken along.
  3. Map of the world on which to mark the places visited.
  4. Model building (ships, airplanes, etc.) has provided excellent recreation for some men.
  5. Discussion groups, planned to include members of the crew, have proved stimulating and interesting.

  6. Evening singing sessions help spread good cheer.

  7. Amateur stunt nights, etc., provide lots of fun.
  8. Religious services should be carefully planned and held at regular times. (both on way over and return trip)

Some Places To Visit (Mediterranean area)

  1. One should plan well his tours to interesting places in the towns he visits so as to make the most of time spent there.
  2. In Trieste: Cathedral, Via Cathedral, the Square of Blaza, hillside residences and gardens, Esplanade, stores and open air markets.
  3. In Naples: Mt. Vesuvius, Pompeii, Herculaneum, Cathedral of Pompeii, Castle of St. Elmo, Governor’s Palace, Cathedral King’s palace with moat and drawbridge, San Carlo Opera House, Torre del Greco and Cameo factories, Sorrento.

  4. In Rome: Ancient Forum and ruins of the old city; St. Peters and Vatican City, Coliseum, cathedrals, Tiber River, Appian Way, aqueducts, Via 20 September.
  5. In Salonika: St. George’s and St. Sophia’s churches, old Venetian wall and tower, Turkish baths, market places.

The Convergence of UNRRA, the Seagoing Cowboys, and the Heifer Project

By June 1945, the Heifer Project had, on their own, made two shipments of heifers across the seas to Puerto Rico, an overland shipment to Mexico, and two to Arkansas. A program of the Brethren Service Committee (BSC) of the Church of the Brethren, with other denominations participating, the Heifer Project was intent on sending cows to provide relief to the victims of World War II.

During the war, 44 of the “united nations” created UNRRA, the United Nations Relief and Rehabilitation Administration, to assist countries devastated by the war. As plans for UNRRA took shape, BSC’s Executive, M. R. Zigler, lobbied UNRRA to include Heifer Project animals in their shipments. The sending of six bulls to Greece in May 1945 served as a test.

When UNRRA began shipping livestock in earnest the end of June 1945, the seagoing cowboy program was born through an agreement between UNRRA and the BSC: the BSC would serve as the recruiting agency for the cattle tenders for all of UNRRA’s intended shipments. In return, UNRRA would ship Heifer Project animals free of charge and under the terms of the Heifer Project, meaning the animals would be a gift to the neediest of preselected farmers. UNRRA recipients had to pay a bit, depending on UNRRA’s agreement with the receiving country.

Over the course of UNRRA’s two-year active life span, 4,000 of the approximately 300,000 animals shipped were from the Heifer Project. It’s the seagoing cowboy stories from these UNRRA/Heifer Project shipments I’ll be focusing on during this 75th Anniversary year of Heifer International.

In getting the seagoing cowboy program off the ground after UNRRA’s first two livestock shipments [read about them here and here], the BSC made these recommendations to the Heifer Project Committee in their June 25, 1945, meeting:
1. A foreman should be appointed who would be the spokesman for the entire group. [This was carried out. And a cowboy supervisor was hired by UNRRA for each crew, as well.]
2. Plans should be made for religious worship on the boat. [When UNRRA’s shipments mushroomed, this happened only when there were cowboys in the crew who initiated it.]

3. An Educational Director should be appointed. This would include some education on relief needs, livestock needs, language of country which men are going to, church participation in the program, etc. [This fell by the wayside. Tending the animals left little time for anything else.]
4. Recreational program should be planned as on the return trip the men will apparently have no work which will occupy their time. [Some of the crews did take recreational equipment with them, but many had to devise their own pass-times. And the cowboys were often co-opted by the Captain to clean out stalls or do other work on the return trip.]

The June 25 Heifer Project Committee minutes also state, “There was considerable discussion on the selection of these men that are to accompany these shipments. It is felt that we should make this a real testimony, as this is the kind of religion that talks.” These high ideals for this seagoing cowboy program at times bore fruit. But UNRRA’s shipping program and the need for cattle tenders increased so rapidly that just getting the required number of men on the ships was all BSC could manage at times. Ideal cowboys or not, however, these shipments of livestock on their own spoke volumes to grateful destitute recipients.
